In 2001, PCP was formed by Armour Development, a large-scale land development and Real Estate company with over 40 years of success in Markham Ontario Canada. The company pioneered culture and economic development projects, such as exceptional residential complexes, shopping courts, industrial parks, and recreational centres. Such pioneering helped transition Markham into an economic powerhouse and provided PCP with our foundational knowledge and praxis.

PCP is directed by Dr. Sarah Jane Meharg who leads a consortium of reconstruction and economic acceleration experts in Canada and abroad. PCP has deep expertise in economics, international affairs, humanitarianism, sociology, anthropology, defence and security, peacebuilding, and strategic business development.

We provide R&D services for a consortium of Canadian large-scale land development and Real Estate companies, including internal corporate support to our parent and subsidiary companies.

Our mission is to improve quality of life in Canada and abroad through cultural and economic development.
